conferred by section 3 A of the Livestock Importation Act, 1898 (9 of 1898),
the Central Government hereby allows
the import of Specific Pathogen Free Eggs(Chicken Eggs and Duck Eggs) into India as per the
conditions laid down in Appendix-I and
Appendix -II as under.

under Animal Health Certificate for Import of Specific Pathogen Free (SPF)

Note-1 A separate certificate must be provided for each consignment of
Specific Pathogen Free(SPF) eggs transported in the same aircraft, railway
wagon, lorry or ship and consigned to the same destination.
Note-2 The original certificate must accompany the consignment until it reaches the border inspection post.
Note-3 It must be completed on the day of loading and all time limits referred to relate to that date.
Note-4 The consignment will not be permitted entry
into the India in the event of a consignment arriving in the country either in
an unsealed container or in a container the seal of which has been broken or
with evidence of contamination en route with risk material or with inadequate
certification.
Note-5 After the import control, this consignment must be transported directly to its final destination
14. Each consignment must be accompanied by
the following documents, which must be produced, to the Quarantine Officer at the
port of entry, namely,
(i)
A valid copy of the import licence or import
permit issued by Government of India.
(ii)
Declaration by the owner or manager of the source Specific Pathogen
Free flock from which Specific Pathogen Free eggs were obtained for importation
into India as per Annexure – 1.
(iii) Report or copies of relevant tests
results for various pathogens as per Annexure –II.
15. I , the undersigned
official veterinarian certify that:
(i) The
Specific Pathogen Free eggs described in this certificate come from chicken
flocks which meet the following requirements:
(a) the Specific Pathogen Free eggs
are obtained from Specific Pathogen Free poultry establishments approved by the governmental authority designated by
the Government of the exporting country and such approval has not been
suspended or withdrawn and is not
subject to any animal health restriction.
(b) the source of Specific Pathogen
Free flock has maintained its Specific Pathogen Free status. It is free from
specified pathogens and all tests required for this specific status have given
favorable results including negative testing as per report of tests at
Annexure-II. The source of Specific Pathogen Free flock has been free from
clinical signs within the lifespan of all birds.
(c) they have been clinically
examined at least once a week and no clinical signs or suspicion of disease as
per requirement of this certificate have detected.
(d) the birds had no contact
with poultry not meeting the requirements laid down in this certificate or with
wild birds or imported captive birds and have never been fed with feed of
ruminant origin.
(e) they have not been
vaccinated against any diseases.
(ii) The Specific Pathogen Free eggs come from
an establishment where infectious bursal disease (Gumboro disease), Newcastle disease (Ranikhet
disease), Marek’s disease, Mycoplasmosis
(M. gallisepticum
or /M. Synoviae), Fowl typhoid (Salmonella gallinarum),
Pullorum disease (Salmonella
pullorum), Salmonella enteritidis
infection, Salmonella typhimurium infection, Fowl
pox, Avian infectious bronchitis, Avian infectious laryngotracheitis,
Avian tuberculosis, Psittacosis-Ornithosis (Avian Chlamydiosis), Fowl cholera (Pasteurellosis),
Egg drop syndrome, Avian encephalomyelitis, Chicken anaemia,
Avian leucosis J virus infection, Avian
pneumovirus infection and inclusion body
hepatitis have not been reported during the past twelve
months.
(iii) The
Specific Pathogen Free eggs come
from the flock, which were kept in an establishment, where Avian Influenza(AI) has never been reported or not reported during
the past twenty four months.
(iv) In addition, in case
of a country reporting Avian Influenza , the Specific Pathogen Free eggs come from an establishment, which is located
beyond a radius of twenty five Kms. from infected site.
(v) The country of origin must have overall acceptable standards of
avian health, veterinary services and diagnostic capabilities.
(vi) The eggs have been marked as indicated in point 12 of the certificate
using coloured ink;
(vii) The eggs have been collected from _______ to ________ (dates);
(viii) The eggs are transported in disposable boxes used for the first time;
(a) which contain only eggs
coming from the same establishment:
(b) which are clearly marked indicating the
following, namely:-
-
the name of the country of origin;
-
Specific Pathogen Free eggs for diagnostic, research or
pharmaceutical use only;
-
the number of eggs;
-
the name, address and approval number of the production
establishment;
-
the place of destination;
(c) which are closed in
accordance with the instructions of the competent authority in such a way so as
to avoid any possibility of substitution of the contents and which shall be
leak proof:
(ix) The containers and vehicles in which the
boxes mentioned in point
(viii) have been cleansed and disinfected before loading in
accordance with the instructions of the competent authorities.
(x) This certificate is
valid for twenty one days.

Post import requirements /or importers responsibility:
(1)
The importer or the agent coordinating the importation must
be an Indian, who shall be accessible to the Quarantine Officer in case of any
problem or emergency.
(2) In
case of import of Specific Pathogen Free eggs from Avian Influenza positive countries, the importer, prior to
import, has provided evidence to the Department of Animal Husbandry, Dairying
and Fisheries, Ministry of Agriculture that attempts to import Specific
Pathogen Free eggs from Avian Influenza negative countries have been exhausted.
(3)
The
importer is responsible for the safe transportation of the Specific Pathogen
Free eggs from the airport/ or port to the final destination and after import,
the consignment must be transported directly to its final destination.
(4) On arrival in

In case
the documents are not conforming to the requirements, appropriate action shall
be taken by the Department of Animal Husbandry, Dairying and Fisheries(DADF),
Government of India at the cost of importing agency.
(6)
In case the consignment comes from a country reporting Avian
Influenza, the following additional requirements are to be followed;namely:-
(a) Ten to fifteen eggs shall be collected randomly from
each consignment for testing at High Security Animal Disease Laboratory(HSADL),
(b) HSADL,
(c) All costs for collection, preservation
and transportation of the samples to High Security Animal Disease Laboratory,
(d) The consignment of Specific
Pathogen Free eggs
received at the port of entry shall be transported directly to the importer’s
premises without trans-shipment. After
unloading, the vehicle is to be de-contaminated suitably and effectively.
(e) Surface de-contamination and fumigation
of the eggs is to be carried out before the actual use for research and vaccine
production, in the laboratory.
Annexure-I.

of not less than four months prior to the egg collection.
3.
The
source Specific Pathogen Free flock is housed in secure rodent-proof and
bird-proof buildings and is isolated by at least 400 metres
from all poultry other than source Specific Pathogen Free flocks. Details of
poultry within 400 metres of the source Specific Pathogen
Free flock are attached.
4.
The
source Specific Pathogen Free flock has maintained its Specific Pathogen Free
status .It has been free from Specified pathogens and all tests required for
this specific pathogen
free status have given favourable results including
negative testing as per report of tests at Annexure-II. The source Specific Pathogen Free flock has been
free from clinical signs within the lifespan of all birds.

The Specific Pathogen Free eggs for export to

6.
After
collection, the Specific Pathogen Free eggs referred to in declaration
number 5 above were stacked on new or
clean, disinfected egg flats so as to permit air circulation and, within
four hours of lay, were either:
(i)
fumigated
with formaldehyde gas (generated by the addition of 35 cc of commercial
formalin (40% solution) to 17.5 grams of potassium permanganate for each 2.38
cubic metres of fumigation space) in a suitable room
or cabinet with forced ventilation at a temperature of at least 20o
C and a relative humidity of between 80% and 90% for 20 minutes with no free
water; or
(ii)
disinfected by an
alternative procedure of at least equal efficacy which has prior approval of
the veterinary authorities of the exporting country.
7.
The
Specific Pathogen Free eggs referred to in declaration number 6 above were
packed in the room in which they were disinfected. After disinfection, cooling and drying, the
Specific Pathogen Free eggs were packed and sealed in air tight egg boxes for
transport. Only new crates and
separators were used. The Specific Pathogen Free eggs were handled and packed
in a manner to avoid possible re-contamination.
The Specific Pathogen Free eggs were placed in plastic bags or the
approved containers were lined with plastic to prevent any leakage if damage to
the Specific Pathogen Free eggs occurs during transport. The sealed boxes were held and transported in
a manner preventing cross contamination with risk material.

duck flocks which meet the following requirements:
(a) The Specific Pathogen Free eggs are obtained from
Specific Pathogen Free poultry establishments approved by the governmental
authority designated by the Government of the exporting country and such
approval has not been suspended or withdrawn and is not subject to any animal
health restriction.
(b) The source
of Specific Pathogen Free flock has maintained its Specific Pathogen Free
status. It is free from specified pathogens and all tests required for this
specific status have given favorable results including negative testing as per
report of tests at Annexure-II. The source of Specific Pathogen Free flock has
been free from clinical signs within the lifespan of all birds.
(c) They have
been clinically examined at least once a week and no clinical signs or
suspicion of disease as per requirement of this certificate have detected.
(d) The birds
had no contact with poultry not meeting the requirements laid down in this
certificate or with wild birds or imported captive birds and have never been

(ii) The Specific Pathogen Free eggs come from an establishment where Duck Virus Enteritis, Duck Viral Hepatitis, Salmonella Enteritidis, Salmonella Anatem, Salmonella Aertrycke Avian tuberculosis, Psittacosis-Ornithosis, Fowl cholera (Pasteurellosis), Egg drop syndrome, Avian encephalomyelitis, Avian J virus, Infectious serositis (new duck disease), Coliform septicaemia, Spirochaetosis (duck tick fever), and Newcastle Disease have not been reported since past twelve months.
(iii) The Specific Pathogen Free eggs come from the flock, which were kept in an establishment, where
Avian Influenza has never been reported or not reported during the past 24
months.
(iv) In addition, in case of a country reporting
Avian Influenza, the Specific Pathogen Free eggs
come from an establishment, which is located beyond a radius of twenty five Kms.
from infected site.
(v) The country of origin must have overall acceptable standards of
avian health, veterinary services and diagnostic capabilities.
(vi) The eggs have been marked as indicated in point 12 of the certificate
