1. The particulars of the organization, function, and duties: The Central Cattle Breeding Farm(CCBF) Hessarghatta (Karnatka)was established in the year1969under Centrally administered / plan scheme of the Department of Animal Husbandry and Dairying with the following objectives:

Progressive heritable improvement for milk production in Holstein Friesian cattle by following scientific methods.

Production and distribution of superior pedigreed breeding bulls for using them in cattle breeding programme.

Training of the farmers in improved farm practices and dairy cattle management.

2.Powers and duties of its officers and employees:
(a) Powers of its officers: 

The Farm Superintendent being Head of Office is delegated with the powers to act as a DDO and assigned with the specific financial powers for running the Farm smoothly. 

(b)Duties: 

Farm Superintendent: Being overall In-Charge of the Farm has to plan, implement, coordinate and monitor the activities to achieve the targets fixed by the competent authority from time to time and look after livestock health care and breeding. 

Livestock Supervisor: Overall in-charge for livestock section-veterinary / breeding / livestock management/ training/ record maintenance. 

Field Assistant : Overall in-charge for agriculture section.

Stockman: To assist the Livestock Officer / Vety. Officer.

U.D.C. : Overall in-charge & Supervision of Administration section incl. record management.

Accounts clerk: In-charge Supervisor of Accounts/ bills etc. incl. record management

L.D.C. : In-charge supervisor for stores, typing, receipt and dispatch etc. incl. record management.

Driver: Driving and maintenance of vehicles, in-charge and supervision of vehicles, driving for farm works incl. school trips and record management.

Tractor Driver: Driving and maintenance of tractor. 

Farm Attendant-Cum-Chowkidar: To safeguard the Govt. property and to attend to any other jobs assigned by the Section Officer / Supervisor suitable to the post held.

Mali: To maintain the garden and ornamental plants and lawns etc.

Safaiwala : To clean office building and its surroundings, roads etc. 

Milk man: Cleaning ,grooming, feeding, milking ,udder care other care etc of milch cows.

3.The procedure followed in the decision making process, including channels of supervision and accountability : 
The Farm Superintendent who is overall In-Charge of the Farm has to plan, implement, coordinate and monitor the activities of the Farm to achieve the targets fixed by the competent authority from time to time. For the Farm Superintendent, Joint Commissioner (M&MP) is the reporting officer who has been designated as I/C of the scheme by the Ministry and is ultimately responsible to Joint Secretary (AH).For all the matters which are beyond the delegated powers of Farm Superintendent, he/she consults and forwards the matters/proposals to the Ministry for decisions/approvals as and when required. 

The office purchases are made as per the laid down procedures of the Government. As regards major works / minor works the same are got done through the CPWD after obtaining the detailed estimate and sanction of the Ministry. 

4.The norms set by it for the discharge of its functions:
Rationalized herd strength of farm is fixed as per the advice and recommendations of technical experts. In consultation with the technical experts, for various farm operations work schedule has been developed, viz., feeding schedule, deworming schedule, vaccination schedule etc. and are implemented to get the optimum production. 

5.The rules, regulations, instructions, manuals and records,held by it or under its control or used by its employees for discharging its functions: 
The rules, regulations issued by Government of India and instructions issued by the Department from time to time for smooth functioning of the CCBFs can be obtained from the office of the Farm Superintendent.
6.A statement of the categories of documents that are held by it or under its control :
(i)Register for Cash and Accounts: (Cash Book, Bill Register, Contingent Register, Register of Advances, Expenditure control Register, Register of Non-disbursement of Pay & Allowances, Pay Bill Register, Income Tax Calculations, Cheques Register, Register of A/c Payee drawn in favour of third parties, Electricity Consumed Register).
(ii)Purchase and Stores Registers: (Stationary Stock register, Dead Stock Register, Livestock register, Consumable Articles Register, Receipts Book Register, Stock and Issue Register of Liveries).
(iii) Miscellaneous Registers: (Postage Stamps Register, Log Book of the Vehicle, G.P.F Register, Staff Quarter Allotment Register or any other register not covered above). 

7.The particulars of any arrangement that exists for consultation with, or representation by the members of the public in relation to the formulation of its policy or implementation thereof;
At present this does not exist.
8.A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public;
The Ministry has constituted the following committees to asses the progress and advises on technical issues for further improvements:
a)Technical Advisory Committee
b)Farm Management Committee
c)Central Monitoring Committee
The minutes of such meetings are circulated to the concerned.
