    Sub: AVIAN INFLUENZA - Constitution of Rapid Response Teams (RRTs) to meet the challenge in the event of the outbreak of Avian Influenza – Regarding.

    Reference is invited to the letter of even number dated 6th December, 2005 written by Dr. A.B. Negi, Joint Commissioner (LHS) to the Directors of Animal Husbandry of all States/UTs. It was suggested to constitute two Rapid Response Teams (RRTs) of cullers and vaccinators each (comprising five members each). It was further stated that in case of emergency or in the event of outbreak of disease, the services of these state teams could be required by the Government of India for deployment in other states/areas in which case the TA/DA including air fare, if any, shall be borne by this Department. The States/UTs were requested to set up such teams and convey the names, addresses and telephone numbers of the team members immediately. It is requested that action to constitute RRTs of cullers and vaccinators may be taken and conveyed to me (Telephone No.: 011-2338 7804, Fax No.: 2338 6115) or to Dr. A.B. Negi, Joint Commissioner (LHS) (Telefax No.: 011-2338 4190) immediately.

    It is further clarified that constituting two RRTs of cullers and vaccinators each is for deployment by the Government of India in case of emergency and outbreak in other parts of the country. Each State/UT may kindly determine the number of RRTs required by it over and above this number in view of the size, spread and category of poultry. In order to ensure that strategic actions of culling and vaccinating in case of outbreak of Avian Influenza can be taken immediately and expeditiously. Another issue would be that of training the RRTs to test their ability to respond and react in an emergency, especially concerning aspects like use of Personal Protective Equipment, use of disinfectants, restriction on movement of persons and poultry as per the Action Plan for State Animal Husbandry Departments already circulated by this Department.

    An urgent action and early response are requested.
