Subject: - Central Minikit
Testing Programme on fodder crops for Rabi, 2010-11, supply of
Minikits-regarding.
Sir,
I am directed to enclose herewith a schedule for
distribution of fodder Minikits in respect of different fodder crops for Rabi
season 2010-11.The quantity of seeds for each fodder Minikit, State wise/Crop
wise number of Minikits allotted, etc are given on statement enclosed as A-1.
2 The terms and conditions for the
supply of kits would be as under:
(i)
Seed
supplying agencies may prepare the kits with quantity of seeds sufficient for
1/10th hectare and put in a simple cloth bag containing leaflet
indicating the stage wise agronomical practices both in English as well as in
local language to be followed
by farmers, efforts should be
made to prepare and dispatch kits immediately, within 30
days of receipt of
this order by road transport on freight paid basis so that these are received
by beneficiary organizations in time. The seeds should be properly cleaned and
tested for germination before dispatch and the supplying agencies will be
responsible for quality of seeds. Supply of sub-standard seeds and delay in
supply of kits will be viewed seriously. They may also furnish the bill in
duplicate, original acknowledgements from State Govts, copy of order, rates
quoted for seeds etc, original transport receipts (TR). The cost of
transportation should be minimum to keep overhead expenses minimum/ within
limit. Care may also be taken by seed supplying agencies that less quantity (less
voluminous) seed may be packed in a separate bag and put into the main kit in
case of combination of legumes and non legumes.
(ii) In case of
Subordinate offices of this Department, to avoid delay in dispatch of fodder
seed Minikits for taking advance sanction from the Ministry whenever required
beyond the Director’s powers, as per approval accorded by the competent
authority, as a special case the Directors of Subordinate offices of this
Department are permitted to prepare and dispatch fodder Minikits with the
condition that they will make purchase/job work/seed dispatch etc. through
Government Organizations/Small scale industries/TCI, failing which from other sources after
observing procedural formalities and taking no objection/ non-availability
certificates from the firms. All these papers concerning these purchases should
be sent to the Ministry while submitting the bill of fodder Minikits for
payment.
(iii) The kits to be
supplied to Director, Animal Husbandry and Milk Federations of the concerned
States within 30 days of issue of the order.
(iv) Combination of legumes and non-legumes fodder crops has been introduced to get the nutritious fodder for livestock. State Govts. are requested to allocate the Minikits of Berseem + Chinese cabbage, oats , maize, teosinte, multicut sorghum varieties like PC-23, Sorghum sudex chari, Red chari along with their combinations in irrigated belts of their States to get optimum fodder yield.
(v) The beneficiaries are requested to make necessary arrangements for conducting demonstrations at suitable locations ensuring that 25% of these demonstrations are conducted on the fields belonging to scheduled castes and scheduled tribes’ farmers. The women farmers may be encouraged by allotment of Minikits to them. The recommended doses of fertilizer will have to be provided either by the organizations Directorate of Animal Husbandry or by the farmers themselves. The beneficiary organizations may be requested to take advance action for organizing these demonstrations on farmers’ fields so as to avoid delay in conducting these demonstrations. It will be appreciated if the beneficiary organizations, Dte. of Animal Husbandry and Milk Federations of the States chalk out a tentative distribution programme before receiving these kits. Such an advance action would avoid delay in the allotment of kits and make them available to the ultimate agency in time. The demonstration should be organized on the farmers’ fields that have not availed this earlier.
(vi) The beneficiary organizations shall send the acknowledgements of receipt of the Minikits as per the proforma supplied by the supplying agencies, to the fodder kits supplying agencies with a copy thereof to this Ministry so that payments to the Stations/ Organizations could be made by this Ministry well in time.
(vii) It has also been observed that regular observation reports and
the feedback of the farmers about the performance of the fodder seeds supplied
are not furnished. Hence, the States are requested that such reports are to be
sent at regular intervals.
(viii) Officers associated with the fodder development programmes/fodder Minikit demonstration programme in the milk shed areas, ICDP, Gaushala, States/out stations etc. may arrange a training session for the farmers before actual distribution of kits so as to enable them derive maximum benefit.
(ix) It is further suggested that the officers concerned should pay frequent visits to the fodder Minikit demonstration plots arranged in their jurisdiction for timely guidance and supervision.
(x) The entry of Minikits in stock register after receipt of
Minikits from seed supplying agencies is the responsibility of receiving
agency.
(xi) While sending physical progress report, details regarding number of women, SC and STs assisted under the scheme should be mentioned so that figures regarding the women component, SCP and TSP could be consolidated in the DADF.
(xii) Monitoring of the activities under the scheme is the responsibility of the State Governments. However, the State Governments/ Milk Federations will submit the feed back regularly to the Directors of Regional Stations for Forage Production & Demonstration (RSFP&Ds) located in the region. Directors of RSFP&Ds should compile the information and send to the Ministry for further action. They should also survey the area under their jurisdiction for sampling and evaluation of the performance of scheme. The detail of the jurisdiction of each RSFP&D is as under:
